| Community Housing Development Organizations (CHDOs) are not-for-profit organizations that own, develop, or sponsor low-income housing projects. In an effort by Congress to involve community-based organizations in the process of housing development, the National Affordable Housing Act of 1990 mandates that 15 percent of Home Investment Partnership Program (HOME) funds be allocated to CHDOs. The mandate was initiated under the belief that nonprofit community organizations will be especially dedicated to providing the best housing options necessary for their respective communities.
In order to qualify as a CHDO, a community organization must fulfill the following eligibility requirements as specified in Title 24 CFR Section 92.2. The HOME regulations for CHDO status are listed here.
Qualification as a CHDO is determined by Participating Jurisdictions (PJs), which make their decisions based on an organization's adherence to the above eligibility requirements and the pertinence of proposed projects to broader community goals.
